Infill Highlights from Urban Planning Committee

City Administration has completed an update and summary of recent infill-focused motions, reports and discussions. Public record of all Urban Planning Committee meetings, including copies of the reports, complete motions and video minutes, are available online.

June 14, 2017 - Urban Planning Committee

March 15, 2017

Report:

Prevention of Heritage Home Loss due to Subdivision

Motion Summary:

  1. Prepare amendments to Zoning Bylaw 12800 to include information requirements for the demolitions of buildings listed on the Inventory of Historic Resources in Edmonton.
  2. Explore policy options to support the retention of buildings on the inventory of historic resources in Edmonton.

Report:

Progress Report - Infill Sites in Mature Neighbourhoods

Motion Summary:

Administration provide dedicated clerical support to the Infill Compliance Team and provide an annual progress report.

Report:

Buildability of Garage and Garden Suites

Motion Summary:

Prepare amendments to Zoning Bylaw 12800 as outlined in Option 2 of the report, with the inclusion of accessible design and the proposed approach for developing area zones and return to a future City Council Public Hearing.

June 21, 2016 - Executive Committee (two reports)

1. Report:

Parking Regulations - To provide information about Edmonton’s residential parking requirements and how they compare to other Canadian cities (city-wide report, not infill exclusive)

Motion Summary:

Prepare amendments to Zoning Bylaw 12800 as generally outlined in Option 1 of the report including reducing parking requirements city-wide for single detached, semi-detached, duplex housing from a minimum of 2 parking spaces per dwelling to a minimum of 1 parking space. Row housing, secondary, garage and garden suites will also require 1 parking space per dwelling.

2. Report:

Regulate Changes Required to Legalize Secondary Suites in Semi-Detached Housing

Motion Summary:

Provide a report including draft amendments to Zoning Bylaw 12800 to allow suites in semi-detached and duplex housing, as outlined in the report and a review of site area for suites and an analysis of including secondary suites in row housing.

Report:

High Level Analysis on the Buildability of Garage Suites

Motion Summaries (2 motions):

Motion 1

Prepare amendments to Zoning Bylaw 12800 as generally outlined in Attachment 2 of the report CR_3186, and return to a future City Council Public Hearing with the following change:

  • Limit site coverage to 14 percent for any unit that has a living space above grade.

Develop a laneway housing strategy - the report prompted discussion around what forms laneway housing could take including pork chop lots. Committee asked Administration to develop a laneway housing strategy.

Report:

7.6 Metre Minimum Lot Width for Single Detached Housing

Motion Summary:

Prepare amendments to Zoning Bylaw 12800 as generally outlined in Option 2 of the report with the following changes: make the minimum site width for single detached homes 7.5 metres. Explore options to accommodate irregular shaped lots and delete “measure by rounding to the nearest decimetre”.

Report:

Communication Process for Low Density Development in Mature Neighbourhood Overlay

Motion Summary:

Report on a communication process, including the content of the communications delivery and timelines, for low density development, including but not limited to Garage suites and Garden suites.
