The Mature Neighbourhood Overlay (MNO) applies to Edmonton's mature neighbourhoods. Created in 2001, the MNO is a part of the Zoning Bylaw that requires development that better suits older communities with tree-lined streets.
As part of the Mature Neighbourhood Overlay Review, City staff have made changes to MNO regulations after holding multiple public consultation events with residents, Community Leagues, and the development industry. Staff received over 7,800 responses and submissions from consultation events!
City staff will promote the new Mature Neighbourhood Overlay regulations before they go into effect on September 1, 2017.
Any development applications that are still active (not yet approved) when the September 1, 2017 effectiveness date arrives will need to comply with the new MNO regulations.
If applicants want their application to be considered within the existing MNO rules, the City encourages applications to be submitted as soon as possible to account for development review time.
After July 7, 2017 all development permit applications will be reviewed on the basis of the new Overlay regulations.
City Council has directed City staff to revise a regulation of the MNO regarding Driveway Access (Regulation 17), so that it reads: “Regardless of whether a Site has existing vehicle access from a public roadway other than a Lane, no such access shall be permitted to continue where an Abutting Lane exists”. The change to this regulation will be presented to City Council on July 10, 2017.
